ArcGIS for Windows Mobile in Desktop 10.4, If Create Mobile Cache is greyed out
If Create Mobile Cache is greyed out, this is most likely occurring because the Mobile GP tools are not installed. To get those installed, you need to install ArcGIS for Windows Mobile on the local machine.
Unfortunately, Mobile is no longer supported by Esri, and you may not be able to get the proper tools into the toolbox in ArcGIS 10.5 and later. They did put out what they indicated was a fix for ArcGIS Desktop 10.4. So if you do have ArcGIS for Windows Mobile installed on the desktop and those tools are still not available, you can give this a try: http://support.esri.com/technical-article/000013723
